Origin of Energetics

I saw an herbalist online state that dandelion root is cool and drying- or that is how they experience it. Yet, according to our Materia Medica, it is cool and moist. This has lead me to wonder: who or what determines the energetics of a plant? Is it empirical, observed evidence over time? Can the energetics of an herb change or vary for individual? Or did this person just misunderstand the energetics of dandelion root?

Energetics are based on taste, traditional use, chemistry and activity. Dandelion is not drying and energetics do not change from person to person. Someones opinion is another matter, anyone can have an opinion - right or wrong.
