Herbal vs homeopathic mother tincture

Can you tell me what the difference is between herbal tincture and homeopathic mother tincture?

Homeopathic mother tinctures are much more dilute (weaker), they are made 1:10, while herbal tinctures are made 1;2 fresh or 1:4 or 1:5 dry. ​ Most Homeopathic Mother tinctures are fresh so at 1:10, they are 5 times more dilute than a herbal fresh tincture 1:2
