Do we need to be concerned about planting Borage near other medicinal herbs or veggies because of the PAs like we do Comfrey? And will it do okay in morning sun with afternoon shade? Thank you!

Borage has much lower levels of PAs than comfrey, but if you let the plant decay in the soil, it will put some PAs in it. If you remove the pant at the end of the growing season, then it should not be an issue.
